The application period for the EV-charging at Home Subsidy Scheme closed on 31 December 2023.

Submission of Application

An applicant of the EHSS has to be –

  1. an owners’ corporation ("OC") registered under the Building Management Ordinance (Cap. 344) ("BMO"); or
  2. if there is no OC, the person who is specified in the DMC to manage the building(s) concerned ("DMC Manager"); or
  3. if there is no OC or DMC Manager, all the owners of the building(s) concerned collectively.

Applicants who are OCs or all owners must pass resolutions (Annex 1) for applying for the EHSS at a general meeting of the OC or meeting of all owners, as the case may be, before submitting the application.

 

The applicant shall seek written advice from the power company for preliminary assessment on the power supply capacity available for the EVCEI for all eligible parking spaces to be included in the application, and provide the written advice in the application.

The applicant shall state in the application the scope and coverage of the eligible parking spaces in the car park which are intended to be covered by the EVCEI installation works subsidised under the EHSS. The final coverage of eligible parking spaces shall be subject to approval by the EPD, having regard to the recommendations of feasibility assessment made by the consultant engaged by the applicant.

A valid application must include the following documents –

  1. a duly completed and signed Application Form;
  2. written advice from the power company on assessment of power supply capacity to the car park;
  3. floor plan(s) of the car park indicating the parking spaces to be covered in the application, open area parking spaces, hourly and daily rental parking spaces (if any), and parking spaces already installed with EV chargers / EV supply equipment;
  4. for an OC applicant, a copy of the certificate of registration of the OC;
  5. for a DMC Manager applicant –
    1. a copy of the certificate of incorporation, the certificate of change of name (if applicable), and business registration certificate of the DMC Manager;
    2. copy(ies) of the identity card(s) and proof of company address of the person(s) signing the Application Form for and on behalf of the applicant; and
    3. documentary evidence (e.g. a board resolution) showing that the person(s) signing the Application Form has / have the authority to sign it for and on behalf of the applicant;
  6. for an OC applicant or all owners applicant –
    1. a copy of meeting notices and minutes of general meeting of the OC or meeting of owners at which all the resolutions required for the application are passed; and
    2. copies of the identity cards and proofs of residential addresses of the persons authorised to sign the Application Form for and on behalf of the applicant;
  7. for an all owners applicant, independent legal opinion to confirm and certify that resolutions may be passed at the meetings of the owners and such resolutions shall be binding on all the owners of the building(s) concerned.

The completed Application Form and the required documents must be submitted to the EPD by the following means –

  1. through online application on the website for the EHSS; or
  2. by mail to the following address –

  3. submit in person to the above address.

Processing of applications and allocation of subsidy to successful applicants will be on a first-come-first-served basis according to the date on which the valid application is received by the EPD until the funding is used up, and all valid applications received on the same date will be processed on an equal basis. The date of receipt of a valid application is determined as follows -

  1. online submission - the date of submission (from 00:00:00 hours to 23:59:59 hours);
  2. submission by mail - the date shown in the postmark;
  3. in person submission - the date on which the valid application is submitted in person during office hours (09:00 hours to 17:00 hours, Monday to Friday (except public holidays)).
